The Clerk is by State Statute the "Keeper of the Records." All of the ordinances, resolutions, agendas, minutes, and other public records are identified and stored on site for the use and the review of the Mayor, Board of Trustees, employees and residents of the village.

Agendas, minutes, schedules for board meetings and committee meetings are compiled, published and posted, then stored as permanent records by the village clerk.

Your Village Clerk is also the FOIA Officer, appointed by the Mayor and Board of Trustees, the Clerk logs, processes and provides records by request within the guidelines of the FOIA Act (Freedom of Information Act).

In 2009, Attorney General Madigan worked with legislators and open government advocates to draft and pass landmark legislation (Senate Bill 189, Public Act 096-0542) to strengthen the Freedom of Information Act and the Open Meetings Act to increase the transparency and accountability of governments at all levels. This new law went into effect on January 1, 2010 and provides new tools and provisions to make certain the public has timely access to public records and public meetings.

The new law makes it easier to enforce FOIA and OMA and fight for open and accountable government by making permanent the Public Access Counselor position within the Attorney General’s Office and empowering the Public Access Counselor with the authority to resolve FOIA and OMA disputes.

The Attorney General’s Office looks forward to working with us to enforce the transparency laws and ensure that our government is open, accessible and accountable to all the people of Illinois.

Village Clerk Kathy Svoboda is often called upon to serve as an advocate for a village resident to aid with a particular problem. Whether it be traversing the bureaucracy of another government agency or filling out an application for assistance, a Circuit Breaker, property-tax appeal, etc., she is always willing and available to oblige.

Kathy can be found in her office, across the hall from the Finance Office, most days between 9:00 am and 1:00 pm or by appointment at a time more convenient to you.
